I failed to add CNAME record of test.ru type. CNAME www.test1.ru. Why?

Use of CNAME records is strictly regulated by RFC 1034 and RFC 1912. There shall be no other records with the description of the resources (including SOA and NS) for the name which is defined as an alias. Thus, it is not allowed to enter the record indicated by you.
